I am not sure it is possible to give a simple answer to this. Too few candidates and it takes longer to build up experience. To many and time management can be a problem.
Amount of support and effectiveness of assessor training can make a big difference here as well.
It also depends on how many hours a week the trainee is working. Some trainee assessors may have another job and carry out the training on days off etc so thus could only have the required two candidates.
Full time trainee assessors on the other hand could have quite a few, it's hard to put a figure on it as Tom says.
If you feel over burdened then I suggest a word with your IV to discuss how you are feeling. Stress how you want to give your best both to the candidates and your employer.
